This sounds much like the issue I have been seeing on 13-STABLE for about 5
months. Some systems simply seem to ignore my DHCP DISCOVER and REQUEST
packets. If I capture traffic, I see the packets exit my system, but nothing
ever comes back. This typically happens when I am at hotels. No problems on my
home system.

I have tried both the base system dhclient and the ports one and see no
difference. ATM I am getting my service (I'm in a hotel right now) by running a
hotspot on my phone and connecting to it.

I've seen one other report of this, but was unsure if it was hardware, so I
have not opened a ticket. Looks like you should change this one to "Affects
some people".

It's hard for me to test as it works fine at home and I don't have access to
compare what other systems are doing when traveling.
