13.1 user land with 13.0 kernel is not supposed to be supported really though
on a stable branch it may mostly work (FreeBSD does not provide forward
compatibility -- like most as the future is hard to predict ;-)

The important fact is that a 13.0 user land with a 13.1 kernel works.

In that specific constellation, can you add a /rescue from 13.1 to the 13.0
userland and try to run /rescue13.1/dhclient wlan0 and see if that works.
You may have to disable (SYNC)DHCP from the interface in rc.conf so that the
default does not interfere.

If this fails then it would be good to know what dhclient logs to syslog as
well (usually /var/log/daemon.log and /var/log/messages).  That might also give
a hint.
