    wpa_supplicant: Resolve secondary VAP association issue

    When using rtwn(4) Atheros AR9285, and others, association will fail on
    a secondary open unprotected VAP when the primary VAP is configured for
    WPA. I was able to reproduce the problem using my rtwn_usb(4) but not
    my iwn(4).

    A number of broadly similar, but not the same, bugs have been discussed
    on Red Hat's bugzilla, suggesting driver issues.
