Well, that was really just a side effect of my change; my real motivation was to make bhyve avoid opening /dev/kmem and /dev/io. I think what I'll do for this case is add a new jail flag, allow.vmm.ppt, to allow admins to explicitly opt-in. ppt requires, among other things, the ability to reset devices, and PRIV_DRIVER checks are used to prevent this from userspace, even if /dev/devctl2 is passed into the jail.
