I have this in my loader.conf:

# Turn on passthru support on AMD;
# see bottom of https://wiki.freebsd.org/bhyve/pci_passthru
hw.vmm.amdvi.enable=1

Does this help?

If you set it manually you can reload vmm.ko to test acording to the wiki page.
