The patch affects all platforms which support the storvsc driver.  Some testing
on at least amd64 would be appreciated.

These problems are surely different bugs that deserve their own PRs?  For the
routing panic, please include the revision you are testing.

The boot hang will not be easy to debug without being able to attach a debugger
to the hypervisor.
