Reproduced the issue on a lab machine with the following hardware:

CPU: AMD EPYC 7262 8-Core Processor                  (3194.15-MHz K8-class CPU)

The smartos fixes the issues, although my knowledge is not good enough to tell
of this is correct implementation of register 0xc0010114
