Giving this a bump... haven't seen any movement for a while now. This strikes
me as being pretty critical.

It is now possible to upgrade from Almalinux 9.4 to 9.5 - I gather they
reverted the lib change. The same is not true for Rocky etc. 

You can not do a fresh install of 9.5 (which makes sense since the release
images are the same as they were in December).
