[Bug 263062] tcp_inpcb leaking in VM environment

With the help from glebius@, kib@ and afedorov@ the root cause has been
identified to be this: https://bugs.freebsd.org/bugzilla/show_bug.cgi?id=269823
The patch (https://reviews.freebsd.org/D38898) resolves the issue with inpcb
leak in 13-STABLE (and with user processes stuck on close(2) in 14-CURRENT).
The symptom (without the patch) is as follows:
