[Bug 263057] Bhyve vm not starting

I am running bhyve on 11.2-STABLE.
The problem I have is whenever I try to start vm the error below occurs:

# vm start base-image-ubuntu20.04.4
Starting base-image-ubuntu20.04.4
  * found guest in /path/base-image-ubuntu20.04.4
  ! guest appears to be running already

But I list the vm's:
# vm list
base-image-ubuntu20.04.4  default    uefi    4    4G      -     No      
Stopped

There is no running process associated with machine so I cannot kill it.
Recommendations?
