I assume this has to do with

    876         if (!pci_bar_enabled(pcidev, pm))
    877                 return (EBUSY); /* XXXKIB enable if _ACTIVATE */

in sys/dev/pci/pci_user.c:pci_bar_mmap()

So mmap fails and we won't start again.

I am just not sure if that XXXKIB is the right fix or if bhyve should make sure
the device is usable?
