unit tests for review D54296

unit tests for review D54296

This covers all five listed test cases. The program requires a VID and PID as
arguments when run. It runs all five tests. The last test, NO_DEV, requires
human interaction. You are prompted to remove the device before the program
attempts to open it.

Without this patch, three of the tests will fail.
