It would be useful to know if the quirk entry, once restored, fixes things.
There is a way to dynamically add usb quirks. You'll need to load usb_quirk and
follow the instructions in
https://man.freebsd.org/cgi/man.cgi?query=usb_quirk&sektion=4&n=1 and
https://man.freebsd.org/cgi/man.cgi?query=usbconfig&sektion=8&apropos=0&manpath=FreeBSD+14.0-RELEASE+and+Ports
to add the quirk back and see if the problem persists.

I'm not sure if the I/F should be pingable in S3 though. FreeBSD is basically
shutdown at that point (Linux might not be). If a sleep/wake cycle results in
it not being pingable, then that is definitely a bug (it was a little unclear
from your description).
