[Bug 272204] axge(4) AX88179A not initialized on startup

I set the device aside for FreeBSD.  I use it on Win10.  I would use it this
nic if it worked.

device:  TP Link model: UE300C(UN)

# uname -a
FreeBSD  13.2-STABLE FreeBSD 13.2-STABLE stable/13-8557b8ba1 GENERIC amd64

usbconfig reset does not bring the device to life.
It appears to only work when I re-plug the nic.
