I have seen a similar pattern with ue0 devices on two different families of
controllers using 13.1-STABLE on a pcEngines machine.

The igb devices are stable but the ue0 device is not although there is no
pattern to the down/up flaps.  Sometimes they occur once an hour or so, other
times within a few minutes of each other.

Kernel is:
