I can confirm that the muge adapter does NOT behave nearly as poorly on a
known-good amd64-based system but does still flap more often than I would like:

On my SolidRun Honeycomb with the dwc3 adapter, once it enters the flapping
state, it flaps roughly every 4sec.

On my Frame.Work laptop it still flaps on occasion, but far more rarely and it
doesn't get stuck in the flapping state:
