questions . . .

Do you have any evidence that the materials for
building such was submitted to FreeBSD for
inclusion in, say, the ports tree? FreeBSD can
not accept or deny what was never offered, if
it was not offered.

See above: it may be that no one submitted
materials to be committed to, say, the ports
tree. FreeBSD has no one assigned to such
activities so it is fairly rare that something
happens to already be available.

See above. Also:
FreeBSD only has images for a small subset of
what has U-Boot ports in the ports tree. The
people that were interested over the years
only worked on providing such for what they
were interested in and that proved not too
difficult to support over time for the degree
of interest the person/people had.
Also, the ports tree has U-Boot's for only
a small subset of the arm board that exist,
even for things that do not have images.
It is the same sort of issue.
FreeBSD has no group or individual dedicated
to these subject areas across any large variety
of small arm boards, just volunteers working on
whatever they happen to be interested in (and
the skills and background knowledge to support
such activity largely on their own).

FreeBSD normally works from buildable
source code, not from images that have no
known way to be independently reproduced
from source code --or for which there is no
active upstream maintenance. Before FreeBSD
13.5 is no longer supported by FreeBSD, as
well.
FreeBSD can not answer for personalBSD
why they did not submit buildable materials
to FreeBSD if they never submitted such.
