Update sysutils/rpi-firmware to 1.20230405

Hi,

I try to update  sysutils/rpi-firmware to 1.20230405.

The author of pscimon, gonzoua, has deleted the project. I pulled the
project from the ports cache and stored it in FreeBSD-Ask:pscimon.

Tested successfully on Raspberry Pi 4B 8GB v1.5.

Could you please help me commit it to ports?
