Hi,

The proper way to do this is that you update the current translation,
ideally translating the parts that remain unchanged and/or changing those
pieces that might need updating.

As I explained before, those email addresses are reserved to Project
members, that is src, doc or ports committers.
I pointed to a resource on how to become a committer. There is no shortcut
here. The bottom line is that it requires some unspecified amount of time
(from months to years) of consistent good work until someone who is already
in the project can propose an external contributor to be "punished" with a
commit bit :-)
