Context: This bugzilla's context was for a 14.* armv7
and that is what I tried to test, not the official
15.0-RELEASE and its no-longer-experimental status
pkgbase.

My personal choice to use pkgbase for 15.0+ but not
for 14.* is based on multiple things, most of which
are not armv7 specific at all:

There is no bsdinstall support for 14.*-* pkgbase's
experimental status pkgbase.

Release Engineering folks have repeatedly reported that
the pkgbase 14.*-RELEASE* are not official distributions
by their criteria. They never have worked on having an
RE 14.* pkgbase release. (I assume that applies to
14.*-STABLE as well, to the degree that it is a
supported thing.)

That seems to apply to Security updates relative to
pkgbase 14.* in general: the pkgbase builds with the
patches are not available at the time of a SE notice
and usually only show up in the next unofficial build
of 14.* pkgbases (12 hour intervals between normally).

14.* has no equivalent of the FreeBSD-set-\*-jail\*
15.*+ pkg reports in the output of:

# pkg rquery -g -rFreeBSD-base %n FreeBSD-set-\*-jail\*
FreeBSD-set-base-jail
FreeBSD-set-base-jail-dbg
FreeBSD-set-minimal-jail
FreeBSD-set-minimal-jail-dbg
FreeBSD-set-optional-jail
FreeBSD-set-optional-jail-dbg

poudriere-devel still basically operates for pkgbase
jails as it did before 15.0-RELEASE started the
official pkgbase sequence: No use of the above
FreeBSD-set-\*-jail\* . So poudriere-devel installs
far more than is required to be in the jail, for
example.

(It never has correctly cleaned out the pkgbase cache
of older fetched pkgbase package files, and still does
not. I've gotten GiBytes back from forcing such clean
activity other ways on occasion.)
