Quarterly pkg version 2.1.0 vs. 2.1.2; ampere1 (that builds aarch64/armv7 quarterly) is not being allowed finish pkg build runs

Issue #0 (general Quarterly issue):

Quarterly is still based on pkg 2.1.0 (the time consuming
version), not on the intended-improvement pkg 2.1.2 .

It is the large builds, such as "bulk -c -a" ones, that
likely end up being far more noticeable, such as:

134arm64 taking 284:24:22 to finish 26477 (ampere1).
134amd64 taking 166:14:32 to finish 35963 (beefy14).


Issue #1 (ampere1 specific issue):

ampere1's recent build runs for 20000+ queued are being
repeatedly stopped in under 2 days (and later started),
with huge numbers of remaining at the time of the stop:
