Thank you for clarifying.

I misunderstood the meaning of "TOOLCHAIN" in WITHOUT_TOOLCHAIN.
I thought that it was about the build toolchain (i.e., the toolchain used by the 
build), but it's about build tools that are to be installed (or not) on target.
