Well, 2.9.3 has a reference to:

That path does not have any _Z references involved in
the syntax productions referenced.

Given that and the 2.9.5 content, the document is
ambiguous, which explains the presence of the variability
in the handling. As far as I can tell only one of the
2.9.3 vs. 2.9.5 references can be correct.
