WITH_LTO (in bsd.lto.mk) is currently insufficient alone to establish the
necessary toolchain bits and undefined symbol errors is the primary class of
issue with thousands++ of ports affected. 

It's probably way too early to start taking bug reports for LTO failures at
present, but if you'd like to work on it, let us know (pkujab and myself on IRC
#freebsd-ports, or elsewhere)
