Not really a fan of excluding the BOOTSTRAP_LTO option on armv6/armv7 as it is
possible to build the compiler with it (it just takes crazy long).  Just make
the default not to bootstrap at all on these architectures.  Also perhaps on
riscv and arm64 which suffer from the same problem of most available hardware
being slow (and I'm not going to shell $1000+ to buy an Apple M1 just yet).

Of course this change would have to apply to all gcc ports.
