Ahhhh, good catch.
You've found it!
So, I guess there needs to be an OPTION to add the dependency on ja-tex-ptex,
and not install the links if the option isn't selected.
I'm assuming a hard dependency rather than an option would not be desirable, as
many people won't need the Japanese port installed.
For info, I didn't choose to install this directly, it was pulled in as a
sub-dependent of doxygen.
On my system, this pulled in tex-web2c for the following requirements:
root@catflap# pkg info -r tex-web2c-20250308

tex-dvipdfmx-20250308
tex-luatex-20250308_1
