Is there a lack of dependencies?
$ cd /usr/local/bin
$ pkg which upbibtex updvitype uppltotf uptftopl
/usr/local/bin/upbibtex was installed by package ja-tex-ptex-3.6_6
/usr/local/bin/updvitype was installed by package ja-tex-ptex-3.6_6
/usr/local/bin/uppltotf was installed by package ja-tex-ptex-3.6_6
/usr/local/bin/uptftopl was installed by package ja-tex-ptex-3.6_6
