How to update tex packages installed by TexLive?

Hi All,

Please advise how I should update the tex packages installed by TexLive.  
I understand that I can 't use tlmgr to update itself, and if I try to use it to update installed tex packages without doing so, I receive an error which states "tlmgr itself needs to be updated".
