The issue you have mentioned is indeed a mistake which needs fixing but it's
not related to your problem.

If you go down a little bit down on the same file you will see a section called
CONFLICTS_INSTALL. Can you play around a bit with disabling and enabling the
entire line and see if it works for you? Currently I don't have a workstation
where I can test it with portmaster.
