The 'sys/kern/ssl_sendfile:eagain_vs_eof' test fails intermittently in CI (see
URL).

This requires a strange reproducer that runs the tests in parallel with the
'sys/kern/socket_splice' testsuite to trigger the issue. I used this Bricoler
command line, using 200+ runs for good measure:

bricoler freebsd-regression-test-suite --freebsd-src-git-checkout/url=/usr/src
--freebsd-src-git-checkout/branch= --freebsd-regression-test-suite/count=200

glebius@, I've bisected the issue to your commit

(tcp: turn on TCP hostcache for socket buffer sizes), please triage as
necessary. There are other tests that fail on and off in the ssl_sendfile
testsuite that may be related:

* sys/kern/ssl_sendfile:truncate
* sys/kern/ssl_sendfile:grow

These tests, including the one from this bug, do not fail when you run them on
their own. They only fail when run along with the greater FreeBSD test suite
(or at the very least, sys/kern tests).
