I setup a pkg-base VM created from
FreeBSD-16.0-CURRENT-amd64-20260316-e6083790f217-284522-disc1.iso and I can't
run ATF tests because /usr/share/atf/libatf-sh.subr is missing.

I copied it from another machine and it works but presumably it should be part
of the FreeBSD-atf package.
