If I run all rdr tests, I get:

tuexen@freebsd16:/usr/tests/sys/netpfil/common % sudo kyua test rdr
rdr:ipfnat_basic  ->  failed: Redirect failed  [4.150s]
rdr:ipfnat_local_redirect  ->  failed: Redirect failed  [1.176s]
rdr:pf_basic  ->  passed  [4.183s]
rdr:pf_local_redirect  ->  passed  [4.282s]

So it seems that I am missing some configuration for the ipfilter tests. The
point is that I don't know anything about ipfilter...
