[Bug 296944] sys/netpfil/common/rdr:ipfnat_local_redirect test failing in CI

How can I reproduce this problem by running kyua manually.

I did
sudo kldload if_epair if_bridge ipfilter pf
cd /usr/tests/sys/netpfil/common
sudo kyua test rdr:ipfnat_local_redirect

But this fails even if I revert
