(netlink: temporary skip snl(3) capped test), the
'sys/netlink/test_snl:snl_parse_errmsg_capped' test is marked as skipped. The
test has been broken since then (2+ years) and needs to either be changed, or
the necessary support needs to be added to make the test pass.

I will attach a patch to xfail this test against this PR to keep this tracked.
