base ee9cfd727578 (2025-04-28) added the pkgbase target. 

My installation used a dvd1-custom.iso file that was made from FreeBSD
15.0-CURRENT on 2025-06-23, 

make -DPKGBASE dvd1.iso

----

WITHOUT_VI=yes (if that's relevant).
