I thing you are reading too little into:

QUOTE
only works in single-byte LC_CTYPE locales
END QUOTE

I'm less sure if your specifics can be inferred from

QUOTE
falls back to using wcsncpy() in locales with extended character sets
END QUOTE

"Falls back" need not be a match to the intended
behaviors whenever "falls back" is involved.

Certainly your report gives detail not otherwise
described.
