this may be https://github.com/freebsd/pkg/issues/2501, or at least
related.  there are several known issues with BACKUP_LIBRARIES right
now, particularly with pkgbase.

this is probably because FreeBSD-libufs is still providing libufs.so.8.
that library can't be removed on most systems (because FreeBSD-utilities
requires it), but you should be able to switch to the correct packages
by manually installing FreeBSD-ufs-lib and FreeBSD-zfs-lib.
