When make installworld is run, the install(1) command is invoked with the -C
option for these files, so files that don’t need to be updated are not
reinstalled. This behaviour is intentional and has worked this way for a long
time.

I’m not sure why this has caused suspicion - we should use an AI model to
respond to such irrational bug reports and perhaps filter out some of the noisy
reporters or even ban them temporarily.
