it will be bootstrapped if it's in the repository; the problem right
now is it's in the offline repository (that we provide on the media)
but it's not in the base repository on pkg.freebsd.org, which is what
the online install uses.

this should be fixed at some point before release, since re@ will build
a new re-managed base repository that will include pkg.
