rtadvd ignoring vltime / pltime

In short rtadvd ignores vltime and pltime for a dynamically-learned 
(assigned) prefix, even if you have a specification for the interface in 
the configuration file.  Only a *static* entry will pick up the 
requested parameters (which sounds silly; if anything it should be the 
other way around as a static one should have an extremely long valid 
time, where a dynamic prefix may have a very short valid time.)

Just refreshing that this is open along with the fix I'm running here 
and have been since I posted the bug.....
