Reinstallation of the OS will not solve anything. If you are on the 
quarterly packages, you can try to switch to the latest:

# cat /usr/local/etc/pkg/repos/FreeBSD.conf

FreeBSD: {
   url: "pkg+https://pkg.FreeBSD.org/${ABI}/latest",
   mirror_type: "srv",
   signature_type: "fingerprints",
   fingerprints: "/usr/share/keys/pkg",
   enabled: yes
}
