CFT: repository for kernel modules: from .1401000 to .1402000 with kmods_latest_2

Two RELEASE test results.

In both cases, an upgrade without specifying '-r FreeBSD-kmods' did not 
gain packages from the repo:

A subsequent test used CONSERVATIVE_UPGRADE=NO. Again, it was necessary 
to specify '-r FreeBSD-kmods'.
