results for me in:

root@dufresnep:~ # freebsd-update upgrade -r 13.2-BETA2 

freebsd-update: Cannot upgrade from a version that is not a release

(including alpha, beta and release candidates)

using freebsd-update. Instead, FreeBSD can be directly

upgraded by source or upgraded to a RELEASE/RELENG version

prior to running freebsd-update.

Currently running: 13.2-PRERELEASE

I have:

root@dufresnep:~ # freebsd-version; uname -a

So I guess I must get a git source tree.
