I'm closing this as swills@ definitively explained that vagrant only reads
~/.vagrant.d/plugins.json, not system-installed gems. This is a fundamental
upstream design limitation that cannot be fixed at the port level. The port
version hasn't changed (still 1.2.0), and there has been no activity for over 7
years.
