I am closing this because it was filed over 5 years ago with no response from
anyone. The port has been updated significantly from the 2.7.x era to version
4.0.7. The issue is specific to an unusual jail configuration where /usr/local
is a symlink to /rw/usr-local, which is not a standard setup. If the issue
persists with current ruby-gems, a new bug should be filed.
