I am closing this bug because, as jrtc27@ explained, the /nxb-bin/usr/bin/cc
path comes from tclConfig.sh baking in the cross-compiler path from Poudriere
during package building. Multiple users confirmed the port builds correctly in
poudriere on riscv. This is a local build environment issue when building
natively with cross-compiled packages, not a port defect. Workarounds are
documented in this bug.
