As part of a larger 'poudriere bulk' run on riscv64 with qemu-user-static,
devel/boost-libs needs to be rebuild everytime due to the following warning:

misses libicudata.so.76 which no dependency provides. It is likely (silently)
failing testport/stage-qa. Report to maintainer.

misses undeclared shlib libicudata.so.76

I am using all default options, which includes ICU.

This does not occur on a native amd64 'poudriere testport' run: it does pass
stage-qa there.
