Thanks for reply, It's a firmware issue.

I'm using SPI mode to boot (0/0 mode) for jump pin settings.

After flash https://www.freshports.org/sysutils/u-boot-starfive-visionfive2

u-boot-spl.bin.normal -> spl partition
u-boot.itb -> firmware section

It works fine now!
