riscv's GENERIC already has COMPAT_FREEBSD12, because riscv was supported in
12.0. We're not going to add compat code for system calls that never existed
because rust has dysfunctional FreeBSD support that is still targeting a lowest
not-even-common denominator that's been EOL for almost a year. It's rust's
problem to conform to how FreeBSD works if it wants to claim to actually
support FreeBSD, not FreeBSD's problem to bend to the will of userspace
developers who think FreeBSD should look a certain way.
