graphics/libdrm: enable RADEON on riscv64.

With the attached patch I was able to build a radeon-enabled version of
graphics/libdrm on a patched riscv64 FreeBSD 13-STABLE with a hand compiled drm
kernel module.

I am unable to check if this patch works with vanilla 13-STABLE.

Patch needs QA and further testing.
